Frank Dee Blackburn, 65, passed away Wednesday, September 28, 2016 at Tulane Medical Center in New Orleans. A longtime resident of Baton Rouge, he was born October 19, 1950, in Miami, FL. A graduate of Bossier High School, LSU, University of Southern Mississippi and Southern Law School. He was a Marine Corps veteran who served in Vietnam. He later rose to the position of Captain in the Louisiana State Police before retiring and going on to practice law in the private sector. In 2008 he returned to the Louisiana Department of Public Safety where he was appointed as General Counsel and served until his death.
Frank's exceptional career was only surpassed by his commitment to family. He was a devoted husband to his wife, Cindy, and their life together was filled with an extraordinary love that they shared for over a decade. Focused on family, Frank held the hearts of his children and grandchildren in his hands. His love and support were unwavering. His extended family looked to him as a leader who never let them down. Frank was the kind of man who reached out to others when they needed help with kindness and action. He was known for his dry wit and ready smile. An avid football fan, Frank's tailgating was legendary as was his love of everything LSU. He worked hard and played hard, and he'll always hold a special place in the heart of everyone who loved him.
Visitation will be held at Parkview Baptist Church in Baton Rouge on Monday, October 3rd at 10 am until the service at 12 pm. Interment will follow at Resthaven Gardens of Memory and Funeral Home.
Survived by his wife, Cindy Kreider Blackburn of New Orleans; daughter Laura Blackburn Lancaster and son-in-law Brent, two sons Damon Dale Blackburn and Brandon Dale Blackburn, all of Baton Rouge; a sister, Gail Blackburn Tyler, two brothers and two sisters-in-law, Harry and Kathye Blackburn all of Bossier City, Larry "Boo" and Dara Blackburn of Baton Rouge; two grandchildren, Leyton Elizabeth and Nate Preston Lancaster; niece Jenny Blackburn Oakley (Scott), and nephews Troy Blackburn (Jill), Terry Blackburn (Stephanie), Clay Blackburn (Delyla), Matt Tyler (Suzanne), Mark Tyler, Saxon DiAubin (Juliana), Lane Blackburn (Betsy), and numerous great-nieces and great-nephews.
Preceded in death by his parents, Earl H. Blackburn Jr. and Louise Smith Blackburn, brother and sister-in-law Tony and Linda Blackburn and brother-in-law Ralph T. Tyler.
In lieu of flowers the family requests donations to be made to the Louisiana Trooper Foundation.
